Advisory board votes to move Lassen municipal utility’s WMP schedule to odd years to align with co-op partners

The California Wildfire Safety Advisory Board voted on March 4 to revise the submission schedule for publicly owned utilities and electric cooperatives’ Wildfire Mitigation Plans so Lassen Municipal Utility District’s deadlines align with the Golden State Power Cooperative members.
Mark (staff) said Lassen requested the change so it can join joint procurement and collaboration with Golden State Power Cooperative and Trinity Public Utilities District; Golden State Power Cooperative and its members have WMP deadlines in odd years. Staff told the board the request appeared to be a compelling one-off change and recommended adoption while noting that repeated schedule changes could reduce the effectiveness of iterative review.
Vice Chair Porter moved to adopt the revised 2026–2029 schedule, and the motion received public support from Jessica Nelson, general manager of Golden State Power Cooperative. Nelson told the board the amended schedule “would enable Golden State Power Cooperative to collaborate with Lassen Municipal Utility District on the same timeline” and that joint procurement provides cost savings for small rural utilities.
The board voted to adopt the revised WMP schedule as presented; staff recorded the motion as adopted and the board directed staff to continue evaluating future requests case by case, considering impacts on board and staff workload and collaboration benefits.
The change adjusts Lassen’s WMP due dates from even years (2026, 2028) to odd years (2027, 2029) to match its intended cooperative partners. No fiscal decisions were made as part of the vote; staff will integrate the scheduling change into the WMP review calendar.
