Board allows Atlantic Federal Credit Union a limited-service terminal at Edison Place

The Springfield Township Board of Adjustment voted unanimously on June 17 to grant a minor site plan and use variance allowing Atlantic Federal Credit Union to place a limited-service terminal inside an existing interior office at 28 Edison Place.
Vincent Lachland, counsel for the credit union, told the board the change is interior only and is not an ATM or full teller service: "not an ATM, not a teller," he said. Counsel said the terminal would permit staff to help members with account-related tasks, sign paperwork and perform certain cashless transactions at a small table and seating area currently used as a waiting room. Anthony Merrill, the credit union’s chief executive officer, testified that the terminal would let the institution serve members who otherwise must travel to full-service branches and estimated up to about five members per day at peak.
Why this matters: The site was renovated and approved in 2020 and has been used for administrative offices since then; the credit union said the interior change would not alter the exterior, parking, or circulation and would remain cashless. Counsel characterized the request as a use variance because the I20 zone permits office use but not the functions of a financial institution without board approval.
Board professionals noted the 2020 approval included a setback variance but that a generator is a permitted use; the board engineer who reviewed the site observed the property has performed well since renovation and that parking was banked in 2020 to reflect the building’s operational needs.
Several board members asked about security and volume; counsel and the CEO said there would be no cash handling, no ATM, and that any expansion of services would require a return to the board. Counsel also said the credit union would post on its website the limited nature of services at the Edison Place location.

What happens next: The board approved the minor site plan and use variance 7–0. Any future expansion of banking functions at the site would require a separate application to the board.
