Staff explained that observation wells in the Buffalo aquifer show a downward trend and that recharge is limited in parts of the county because of clay overlays, increasing reliance on groundwater during drought years.
Commissioners noted the relevance to local water supply and irrigation and discussed ongoing wellhead protection zoning and the need to give special attention to the South Buffalo aquifer to protect both water quality and long‑term availability.
Separately, staff reported interest from Jeff Winter in joining the planning commission. Winter, a lifelong county resident with previous service on a town board, could fill a rural representative seat. The commission moved to recommend Winter’s appointment to the county board, and the motion carried.
