The Rockingham County Board of Commissioners approved a series of routine and programmatic actions on April 2, 2026.
Key approvals included: minutes for the March 26 public and non‑public sessions, the April 2 accounts payable warrant, authorization to evaluate long‑term care awning replacement proposals, approval of a cloud SaaS agreement as presented by the finance office, adoption of a new discretionary leave policy (PPP9‑18) for post‑incident pay, a facilities position repurpose and regrade (R11→R12), and an adult medical daycare client funding request for Easter Seals (one client at $80/day two days/week).
The board also approved one inmate administrative transfer for the Department of Corrections pursuant to New Hampshire RSA 30‑B:21 and granted an exceptional travel reimbursement for a long‑term care employee for rental car expenses following safety concerns at an airport.
During the meeting commissioners voted unanimously to allow Silver Thorn to submit a late non‑county special application to seek delegation funding for transportation; staff will assist the provider with the submission. The board heard a detailed benefits renewal presentation from Gallagher and asked staff to prepare motions and cost impacts for a future vote; no benefits vote occurred on April 2.
All motions recorded at the meeting were approved as presented unless noted. The board adjourned to non‑public session in the afternoon.
