Council approves routine permits, rezones and service contracts in 7–0 votes; liquor license and TIF hearing proceed

The Omaha City Council approved a slate of routine agenda items on a unanimous 7–0 roll-call, including liquor licensing, rezoning, special-use permits and several purchase orders, while opening a public hearing on a tax-increment financing redevelopment agreement.
The council approved a Class liquor license for Lifetime Cafe (17007 Elm Plaza) after applicant Emily Hallum, the venue’s general manager, introduced the application. "I'm the general manager for Lifetime...I'm here today to...approve a liquor license for our location," Hallum said during the public hearing before the council closed the hearing and voted.
Items 7–9 (rezoning Bensonville Acres Replat 11 at 4715 North 60th Avenue from R3 to R5 and approval of preliminary and final plats) and items 10–12 (various special-use permits and major amendments) were each recommended by the planning department and approved 7–0. Item 21, a contract tied to police-officer staffing and the Police Officers Association, was reported on in consent discussion: Council member Feserson said the department currently has an available force of 813 including the academy and outlined an anticipated series of recruit classes that could raise staffing toward 880 officers by early January 2027.
The council also approved items 28 (a professional services agreement with Multivista for photography/videography on the Pilion Creek project), 38–40 (purchase orders for green infrastructure maintenance, electrical maintenance and trash-container service for wastewater facilities), and other consent items. The public hearing on item 41, a Tax Increment Financing agreement for the Mariah Intergenerational Center, was opened with city planning staff and a representative for the center available to answer questions; no opponents spoke during the hearing.
Several items connected to the Pilion Creek construction manager agreement (items 27 and 37) were laid over for further public review and will return to council on April 7. Non-action items 43–54 were set for future agendas and the council adjourned at 2:48 p.m.
