Moraga council approves ceremonial flag policy and adopts 2026 legislative platform; consent items pass

At its May 11 meeting the Moraga Town Council approved several formal actions by voice vote.

Flag policy: The council adopted a ceremonial flag display policy presented by Assistant Town Attorney Denise Pisano. The policy designates town flagpoles as governmental facilities for official town speech, requires council approval for ceremonial flag requests (initiated by mayor, a council member, or the town manager), limits ceremonial flag displays to 30 consecutive days per calendar year per flag, and specifies operational details such as half-staff rules and care of flags. The policy also codifies an annual display of the Pride flag at town offices during June below the U.S. and California flags. Staff noted a typographical correction to operating hours (8AM–5PM).

Legislative platform: Administrative Services Director Katie Bruner presented a proposed 2026 legislative platform organized around three guiding principles—preserve local control, promote fiscal stability and sustainability, and support funding opportunities—and eight policy components covering finance, public safety, public works, parks, and other municipal priorities. Council adopted the platform by minute order; staff will use it to guide letters and advocacy and will return updates annually.

Consent and appointments: The council approved consent calendar items including appointment of Susan Wright to the Moraga Local Sales Tax Oversight Committee and actions on historical banners and the FY26–27 streets list; the consent motions passed on voice vote.
