The Liberty Lake Parks and Arts Commission on May 4 approved moving forward with the subcommittee’s top-ranked artist for the Rocky Hill basketball-court mural.
Karen Moley, the art consultant, presented the subcommittee’s finalists. The ranking placed Melissa Cole first, followed by Ellen Pickin and Josh Thomas. Commissioners discussed whether to pay a design stipend to finalists and the short timeline to deliver design proposals; Moley recommended a stipend-based design process and a June 1 return date for designs if artists can meet the window.
Commissioner Laura Frank moved that the commission contact Melissa Cole first to negotiate an artist agreement for a proposal stipend and that the commission proceed to the next finalists if Cole is unavailable. David Heimbaugh seconded the motion, which carried.
Karen Moley said she will contact the artists and begin the agreement process and that timelines may be constrained by artist availability. The commission instructed staff and the consultant to structure the contract to allow moving to the next-ranked finalist if the top-ranked artist cannot meet schedule needs.
