Cindy Indian, solid waste staff, told the Wilson County board the April solid waste report showed 1,313 cubic yards of landfill activity and fiscal-year revenue figures included in the circulated packet. "We did 1,313 cubic yards for the month," Indian said.
Indian reported the county hauled 1,243.57 tons to Smith County in April and has spent about $3,300 more at Smith County this past budget year than in the previous year. Explaining the practice, staff said the county holds a Class 1 permit but has not opened a Class 1 landfill; opening and operating a Class 1 facility would require 24-hour staffing and substantially higher equipment and personnel costs. "We haven't opened a Class 1. You have to have a Class 1 landfill. We've got the permit, but we haven't opened it," Indian said, adding that operating a Class 1 would effectively triple staffing and equipment needs.
On recycling, Indian said tonnage was roughly unchanged year over year but revenue rose by about $2,300. She also reported crews pulled 472 loads from seven convenience centers in April. Regarding a separate recycling concern, Indian said prior discussions with Rockwood Recycling found that Rockwood could be charged $18 per cubic yard to deliver material and that the facility cannot accept shredded material — the material must be hauled unshredded.
A board member moved and seconded to approve the solid waste report; members voted in favor and the motion carried. The board also reviewed city of Livingston spring clean-up totals for April, which staff said were nearly double last year.
