Commission moves forward with City Hall art call; consultants stress paid design process

The Liberty Lake Parks and Arts Commission approved moving ahead with an artist prospectus and call for submissions for the new City Hall interior on May 4.
Karen Moley, the commission’s art consultant, said she prepared a call modeled on past local processes and plans targeted outreach through Spokane Arts and other regional channels. She recommended splitting the effort into a major commissioned piece for the atrium and a second pool of portable works for conference rooms and smaller spaces.
Moley emphasized artists should not be required to produce unpaid designs. “I will never do a call for you that artists do not get paid for their design work. Period,” she said, adding that finalists typically receive a stipend and participate in a workshop before final design work proceeds.
Commissioners discussed budget amounts (the commission currently has $60,000 for interior artwork this year and $10,000 in beautification funds), the schedule to install artwork before City Hall opens, and the possibility of involving staff and a council member in finalist workshops. Moley said she would finalize the prospectus, circulation plan and social-media outreach and send a draft press release for staff to distribute.
