The committee revisited the long-running splash-pad project and why prior efforts to move it forward encountered sharply higher contractor bids.
Members recalled an earlier round of bids tied to block-grant (HUD) procurement standards that produced bids in the $700,000–$900,000 range, compared with earlier estimates near $350,000. Staff explained HUD-linked procurements require a different bidding package and can restrict use of state-contract contractors, which appears to have driven higher prices. Members discussed exploring new quotes but noted staff must first confirm whether HUD/block-grant funding remains tied to the project or has lapsed; repurposing those dollars would require additional public hearings and formal steps.
Staff told the committee that much of the infrastructure (pipes) is already installed and that remaining above-ground work (fixtures, electrical, concrete pad) is the primary cost. Committee members said they would follow up with budget and finance to understand whether ARPA or other funds could be redirected to reduce the city’s out-of-pocket expense for finishing the splash pad.
