Members noted that removing the building could reduce the parcel’s value and discussed trade-offs between rehabilitation, sale and demolition.
The finance and administration team told the committee that U.S. Treasury guidance for ARPA (American Rescue Plan Act) and related state rules generally preclude using ARPA funds to tear down a municipal building; staff also cautioned that brownfield funds might not be available to correct environmental issues the city itself caused. The committee asked staff to circulate the full appraisal to all members and to schedule a joint call with the state ARPA representative (identified in the meeting as Mr. Berry) so the city and state can discuss allowable uses and timelines.
Members discussed options for using ARPA or repurposing other grant funds, and asked staff to prepare clearer cost estimates and the legal/procedural steps required before any demolition or major disposition decision.
