Wyoming council adopts policy to display U.S. and city flags on municipal property, removes state-flag requirement

The Wyoming City Council voted to adopt Resolution 260550 directing that where flags are displayed on city-owned property the United States flag and the city of Wyoming flag will be displayed and the city may remove the Minnesota state flag if council so directs.
City attorney Mr. Luna said the resolution reflects council consensus from a preceding work session and preserves council discretion over what displays are shown on city property. 'There is no legal requirement for the city to display a Minnesota state flag and the city has broad discretion in determining flag displays,' Mr. Luna said.
Members acknowledged differing public opinions but described the resolution as a compromise that honors national and municipal symbols while keeping POW/MIA flags displayed where staff deems appropriate. Several council members said they supported the policy as a way to move past a divisive issue while reserving council authority to change displays in the future.
Member Luger asked that the council be sensitive to public input; Member Joerger and others described the measure as a compromise that balances competing views. The resolution passed with one recorded opposition.
What happens next: the city will implement the display policy and staff will remove or retain flags consistent with the new direction and any operational guidance provided by the council.
