Finance staff said the changes respond to repeated reimbursement requests for items such as large tips and registrations entered as donation‑based events. "We've seen an excessive amount of tips and gratuities coming on," the finance director told council, which supported stronger internal controls and said staff would circulate a redline of the policy changes for council review.
Later in the meeting council confirmed Haley Hart as the city’s Public Works Director. Council voted to approve the mayor’s appointment and Hart was sworn in at the dais. Council also approved a budgeted wastewater equipment purchase of $19,500 during new business.
