Mayor emphasizes cultural preservation, parks plan and public safety investments

Mayor Roy Rowland used the address to highlight several civic investments intended to preserve cultural sites, improve public facilities and strengthen safety services.

He credited Brent Shatto Myers and the Friends of the Theater for work to preserve Englewood Theater, which Rowland said was placed on the city's historic sites list in February 2026. He described the designation as ‘‘a really great accomplishment’’ for Independence.

Rowland described the Municipal Commons as a central campus that will consolidate many city services — utility customer service, community development, health services and meeting space — to improve convenience for residents and staff. He also summarized capital projects including the Justice Center phase one and a sequence of new fire stations (he named stations planned for spring 2027 through fall 2028) that the city plans to fund by bonding sales tax revenue to accelerate timelines.

On public safety, Rowland noted the recent PD Square substation opening and recounted that a tornado followed that event; he praised the city's police and fire personnel and mentioned the Citizens Police Academy's role in homeless outreach. He also described the council‑led expansion of the 'rental ready' program to include 16 health and safety inspection items intended to protect renters' living conditions.
