Douglas County approves Pinery Village Filing Two minor development final plat

The Douglas County Board of County Commissioners on March 24 approved the Pinery Village Filing Two minor development final plat (project file SP2021-049), a plan to subdivide 87.75 acres in northeast Douglas County into three nonresidential super block lots and seven tracks for right-of-way, open space, drainage, utilities and RTD access. The motion passed with a recorded assent of “I. I. I.” and the project will proceed subject to five conditions detailed in the staff report.
County planning staff presented the proposal and noted the Planning Commission reviewed the application on March 2, 2026 and recommended approval by a 7–0 vote; staff said no public comments were received and the Pinery HOA did not respond to the referral. "The item before you is a non-residential minor development final plat, project number SB2021-049," Community Development staff member Mike Paschke said during the presentation.
Under the approved plat, three lots are designated for business and commercial uses and seven tracks will be used for right-of-way, open space, drainage, utilities and RTD. Staff said the site is within the Pinery separated urban area of the county comprehensive master plan and that the PD zoning and adjacent approvals — including portions of Filing One that were platted for a King Soopers and commercial pads — frame the allowed uses on the site.
The board’s conditions of approval include: an executed license agreement with Xcel Energy prior to recordation; a burrowing-owl study if earth-moving occurs between March 15 and Oct. 31; monitoring and reporting requirements for discoveries of historic or paleontological resources with notification to Douglas County and the Colorado Office of Archaeology and Historic Preservation; technical corrections to the final plat to the satisfaction of Douglas County prior to recordation; and reliance on any commitments made during the public hearing or included in the public record.
Applicant representative Craig Campbell thanked staff for their work and confirmed the applicant accepted the five conditions. "I don't have anything to present, but I'm able to answer any questions," Campbell said; board members had no substantive questions and no public speakers appeared during the public comment period.
The board’s decision follows review under Article 6A of the Douglas County Subdivision Resolution and Section 60408, which set the approval parameters for minor development final plats. With conditions accepted and no objections on the record, the board approved project SP2021-049 and the clerk recorded the action during the March 24 hearing.
