Prison leadership presented a multi-item capital and maintenance list at the March 18 meeting and told the board that most repairs are covered by encumbered funds or existing budget lines.
Items discussed and financial posture:
• Window replacement — work is underway with materials ordered; expected to be substantially complete within 2–3 weeks. Funds were already encumbered so this will not affect the current fiscal year operating budget.
• HVAC controllers and software — the jail estimates approximately $15,000 to replace controllers and install updated software; funds are available in the budget and the project will be explored in the coming month.
• Bravo rec yard air handler — estimated at $6,120; staff recommended deferring the item for now.
• Outside lighting — replacement is in process and mostly installed by county maintenance; cost reported at about $3,000 and parts are on hand.
• Elevator refurbishment — parts shipment expected April 24; work has been encumbered and paid from a prior budget.
• Vehicle vestibule heaters and water lines — pipes and heaters (about 30 years old) froze and failed during winter; jail submitted a purchase order totaling $49,870. Officials discussed whether insurance might cover the internal failure and agreed to check with the county business administrator and risk manager before finalizing the purchase order.
• Door replacements and keypad/controller work — door replacement was encumbered in 2025 (estimated additional outlay around $27,000); keypad/controller replacement for boilers was encumbered ($19,940) and is in process.
Board members asked about timing, insurance coverage, and whether additional transfers would be needed; staff said most items are encumbered and that the controller/software and heater replacement are covered within line items. The board thanked staff for the maintenance work completed over recent years and the ongoing project list.
What’s next: Staff will follow up on the insurance question for the vehicle-vestibule work and report timing progress at the next meeting.
