Medina County commissioners approve bridge contract, plats and routine county resolutions

Medina County commissioners approved a bundle of routine resolutions at a short public meeting, awarding the County Road 97 (Bridge 10) bid to RNI Construction and advancing several infrastructure, personnel and fiscal items.

Josh, acting county engineer, told commissioners the bridge near the village of Westfield on Greenwich Road will be funded roughly 80% by federal funds, 15% by credit-bridge funding and 5% local funds and said the low bid will be awarded to RNI Construction. The board moved, seconded and approved the bridge award along with two Sanctuary Court plat actions: one establishing the assessment that will appear on property tax rolls and one approving the final plat.

Sanitary Engineer Jeremy Sinco presented three sewer-related resolutions: an amendment to a professional design-services agreement with Jones and Henry Engineers for the Chipoa and Lake Road water-main replacement project; authorization to request qualifications for design services to extend the Ridge Road water main and connect into Sharon Falls to complete a water loop; and authorization of a final adjusting change order for the Substation Road water-main improvement. Commissioners approved all three measures.

Transit Director Shannon Ryan asked the board to accept SFY27 ODOT Section 5311 program grant funding and to authorize advertisement of a request for proposals for supplemental job-and-family-services transportation; both actions were approved.

Human resources reported a slate of personnel actions including multiple hires across maintenance, solid waste, senior services, transit and sanitary divisions, a set of rate increases, leaves and one resignation in sanitary services; the board approved those personnel items.

Finance Director Brett Thomas presented several fiscal adjustments — expenditure and revenue corrections, transfers related to print-shop revenues and gasoline-rotary funds, expense approvals for official travel and the board’s weekly bills. Transcript figures for some line items were garbled in the meeting audio/transcript; the board approved the package as presented.

County Administrator Matt Springer asked for authorization to issue an RFP to sell a roughly 26-space county parking lot the auditor appraised during discussion at $77,350 and to approve a $10,000 change-order credit on a construction contract awarded to Kavanaugh Builders for the sheriff’s training facility at Career Center South Campus; the credit will be repurposed to hire an inspection and testing firm. Commissioners approved both resolutions.
