Commissioners waive most fairgrounds fees for youth rodeo and authorize emergency restroom repairs at fairgrounds

Representatives of a volunteer rodeo association and several youth competitors spoke to the board about the Crooked River Roundup and the economic and cultural benefits to the community. Children who competed identified themselves and thanked the board for past support.
Following those remarks, a board member proposed waiving all fairgrounds fees for the event except $125 to be remitted to the fairgrounds as a token contribution. The motion was seconded and approved by voice vote; Commissioners Hermick, Crawford and Barney were recorded as voting in favor.
Later in the meeting a presenter described an emergency refurbishment project for the fairgrounds riding-arena restrooms after drainage and mold issues were found. The presenter outlined a phased approach: phases one and two (already underway for the front-facing restrooms toward the riding arena) and a proposed phase three to remediate a masonry (CMU) block area downstream of plumbing, which carries an additional estimated cost of $100,000–$130,000. The presenter said initial budgeting anticipated roughly $200,000 for the earlier phases and that grant funds remain in the capital line to cover the work with an expected residual balance after completion.
The board considered and approved a motion to authorize emergency procurement for repairs and improvements to the fairground cinder block restrooms, recorded as Order/Resolution No. 2026-14. The motion was seconded and approved by voice vote; Commissioners Hermick, Crawford and Barney were recorded as voting in favor.
County staff said work should be completed quickly (presenter estimated major items resolved within about 10 days if procurement proceeds without issue) and that the procurement will proceed under emergency authorization. The board did not provide additional funding directions in the public record beyond the authorization; staff indicated funds from the named capital grant and line items will be used.
