Crook County commissioners approve supplemental budget, intergovernmental liability agreement, master lease and accept fairgrounds grants

The Crook County Board of Commissioners on March 18 approved a series of routine but consequential measures, including a supplemental budget resolution to appropriate delayed wolf-depredation grant funds, an intergovernmental agreement to access state tort-liability assistance for psychiatric-security review-board cases, and a master lease to finance four new dump trucks for the road department.
Finance Director Christina Herren told the board the truck financing is finalized in paperwork presented at the meeting: "this lease will be a 7-year lease at a 5.719% interest rate. We're financing the total of 1.158 million for four trucks," she said, adding the county budget includes roughly $178,000 per year for the payments.
On the supplemental budget, staff explained the action is needed because the wolf-depredation grant distributions follow a grant year that does not match the county fiscal year. "We had appropriated the grant funds that we received in fiscal year 25. This grant year is off from our fiscal year," Christina Herren said, summarizing the timing difference and the need to appropriate funds this fiscal year.
The board unanimously approved the intergovernmental agreement (IGA 057226) with the state to enable the county to seek additional tort-liability assistance in limited psychiatric-security-review-board circumstances. A staff presenter noted that the county has approved similar agreements in prior years and "we've never had to reach out to the state to make use of this resource."
Also on the consent path, the board accepted two fairgrounds grants: a donation of 40 stock pens from Wilco (reported value about $25,000) provided through the Rural Oregon Community Foundation (formerly the Crooked River Roundup Foundation) and a $15,000 Meta Community Action grant designated for PA and projection system upgrades to Kerry Foster Hall.
