Following public interviews and one‑on‑one feedback from department heads, council members discussed four finalists for city manager: Glenn Adams, Brian Coral, Ty Ross, and Rick Rudimentkin. Several council members cited staff and citizen input favoring Brian Coral for culture fit and continuity; others commended the different strengths of the other finalists.
Vice Mayor Tyler moved and Council member Wit seconded a motion directing the city attorney to negotiate a contract with Brian Coral. Council discussed precedent compensation packages for prior managers (examples included automobile stipends, retirement contributions and relocation), and staff described typical elements—health insurance, retirement contributions (TCRS participation), automobile allowance and professional development—subject to negotiation.
The motion to authorize the city attorney to begin negotiations with Brian Coral passed on roll call (Yes: Tyler, Kaggel, Wit, Mayor Williams; No: Council member Ael). The council asked the attorney to return a proposed contract for a future public vote; no final contract was approved at this meeting.
