Ione council adopts updated protocol manual, shifts agenda-setting to city manager with mayor consultation

The Ione City Council on May 5 adopted a substantially revised council protocol manual (resolution 2026-10) intended to modernize procedures, clarify roles and add civility and social-media guidance.
Key changes include a clearer agenda-preparation process that places primary responsibility with the city manager in consultation with the mayor, earlier declaration of conflicts of interest at the start of meetings, updated conflict-of-interest provisions to align with current law, and a new chapter on civility, decorum and social media (including guidance on personal disclaimers and blocking policies). The manual also adds appendices and templates to make the document easier to maintain.
Mr. Verinsky, who presented the draft, said the manual had become unwieldy and overdue for consolidation. He emphasized it is a "living document" that can be revised in the future.
Several council members praised the effort to update and assemble a single workable guide. But others said the proposed transfer of agenda authority from the council to the city manager could reduce individual council members' ability to place items on agendas; some council members who said they have experienced difficulty getting items on past agendas urged stronger council access. One public commenter warned that giving sole authority to a city manager could limit the council's role and suggested the mayor should represent the council in agenda meetings.
Council members also debated enforcement of the manual and whether policies are consistently applied; one council member said a censure policy had been applied unevenly in the past.
Action taken: Council moved, seconded and adopted the new manual (resolution 2026-10) after debate. The manual will guide agenda procedures and staff preparation going forward and may be amended later if the council requests further changes.
