Consent action on parks: Council adopted a consent-calendar resolution (numbered in packet as 2026-14) to amend the FY2025–26 budget to fund shade sails and handicap parking at Howard Park. Several council members objected to making amendments with one month left in the fiscal year without a current midterm budget report; staff said the amendment reflects prior council approval and will come from park impact-fee fund balance.
Train-depot grant: Grant coordinator Debbie Mackey and finance staff told council the city already received the bulk of a state grant (about $127,000) and expects roughly $50,000 more; staff requested a $150,000 budget amendment to reflect the grant reimbursement and the city's 20% match. Council questions focused on whether RFPs were issued in earlier years for project work, which expenses are reimbursements versus city commitments, and how much the city has actually spent. Staff said much of the work predated current staff and that many expenses were already incurred; the council adopted the amendment after discussion but asked staff to clarify the accounting and what remains to be spent.
Little League lights and top dresser: The council approved a $12,994 city contribution toward $44,994 in lights for Howard Park field No. 1 (Amador Little League West pledged $32,000 and labor will be donated). The council also approved a joint purchase of a top dresser (total $18,122.66) shared by Little League, Motherlode Youth Soccer, and the city, after clarifying that a misworded resolution would be corrected to reference the top dresser rather than "baseball lights." Some council members again suggested waiting until the next fiscal year to fund these purchases because the council has not received a current budget status report.
Council guidance and follow-up: Multiple council members asked staff to provide clearer documentation of what committed funds or reimbursements came from earlier years and to confirm what has actually been paid out of the city's accounts versus what remains a commitment. Several public commenters and council members praised staff's work in reconciling long-running projects but urged better transparency on historic commitments.
