Watertown planning commission approves rezoning for Harmony Hill subdivision

The City of Watertown Plan Commission voted unanimously on March 6 to approve Resolution 2026-06, amending the zoning for roughly seven acres within the Harmony Hill subdivision from A1 (agricultural) to R1C (compact single-family residential).

Planning staff member Brandy presented the rezoning request, saying the area had previously been annexed and that a two-acre portion was annexed and zoned at a prior meeting. "This is a reszone proposal for a portion of approximately seven acres of the property included with the Harmony Hill subdivision and concept plan," Brandy said, describing the proposal and standing by for questions.

The chair opened a public hearing and invited the applicant or representatives to speak; no members of the public offered testimony. A motion to approve Resolution 2026-06 was made and seconded; a roll-call vote recorded six yes votes and zero no votes, and the motion passed unanimously.

The amendment changes the local zoning designation from A1 to R1C for the area identified in the staff exhibit. Planning staff noted the change is intended to align the parcel’s zoning with the subdivision’s concept plan and to allow compact single-family residential development consistent with the R1C standards.

The commission did not record any conditions or amendments to the resolution during the vote. The chair closed the public hearing on the item after receiving no public testimony. The commission then moved on to other business and adjourned later in the meeting.
