O'Fallon Township board approves roof, paving and security bids, adds Smiley HVAC project and accepts audit

The O'Fallon Township High School District 203 board on Tuesday approved multiple facility bids and routine business items, added a Smiley HVAC replacement project to its capital list, and accepted the district audit for the fiscal year ending June 30, 2025.
The board voted to approve the low bids presented for the Smiley partial roof replacement, the south‑campus paving project and security upgrades at Milburn. The board also approved adding a Smiley HVAC replacement project affecting eight units in the 300‑hall area; administrators said the units were subject to storm damage and needed replacement regardless of longer‑term campus decisions.
The district presenter told the board that insurance should cover roughly 40% of the Smiley HVAC project, noting, “we did receive about I would say about 40% of this project will be covered through the insurance claim that we got from the hail damage.” The presenter said the project and other bids came in below the amounts the board had previously authorized.
The board also approved certified full‑time employment changes for the 2026–27 school year. Administration told the board those changes create a net staffing increase (1.8 FTE) driven by additional sections in alternative classroom (ACR) and CTE programming and that the current budget supports the additions.
In other business the board approved the district audit for fiscal year 2025 as presented by the external auditors and passed a revised intergovernmental agreement with the Collinsville Area Vocational Center that moves CAVC’s tuition billing date from the 10th day of school to July 1. Administration said the district will pay tuition for committed students and that the new billing date reflects CAVC’s budgeting cycle rather than a change in price.
Board members praised staff for vetting the audit and noted the facility bids provide a path forward on storm‑damaged units and other previously authorized projects. Several motions were approved by roll call during the meeting; the motions and outcomes were recorded in the meeting minutes.
The board will return to facilities committee and finance committee for additional detail on the longer‑term campus plan and any construction sequencing related to the Smiley and Milbour campuses.
