The Roseville Joint Union High School District board unanimously approved revisions to Board Policy 6142 governing physical education and activity, adopting staff recommendations with a technical amendment that moves some dance courses into an exemption section and clarifies examples such as marching band and color guard.
Staff presented the proposal as a way to give students greater flexibility in fulfilling 10th‑grade PE requirements, listing eligible options such as athletic PE, weight training, advanced weights and selected PE electives taught by PE‑credentialed teachers. Performing‑arts staff recommended an exemption pathway for students in marching band or certain dance programs, arguing those activities provide aerobic exercise and would free students to double up on math, CTE or AP coursework.
HR and budget staff warned of staffing implications if many sophomores used alternative pathways: current enrollment counts showed roughly 957 sophomores taking both PE10 and a potential alternative course; translating that enrollment to sections suggested a possible reduction of about 4.0 FTE PE teachers in a worst‑case scenario. Staff outlined mitigation options including natural attrition, transfers, limiting backfills and program design to preserve opportunities.
Trustees debated operational questions: whether exemptions require a two‑year marching‑band commitment, whether dance teachers hold PE credentials, how to ensure equity between athletes and performing‑arts students, and whether to phase the policy in across cohorts. Staff said many districts use parent/student contracts for exemptions and that details would be part of implementation guidance.
The board moved, seconded and approved staff recommendations with the amendment to move Dance 2–4 into the exemption language and to add clarifying wording (such as) before examples of exempt activities. The vote was unanimous. Staff will return with operational contracts/waivers and implementation details.
Outcome: BP 6142 amended and adopted with edits; staff to produce operational criteria, contract templates and a staffing plan.
