The Dickinson County Board of Commissioners approved CUP26-2 to allow a 200-square-foot non-digital off-site advertising billboard roughly one mile north of Elmo on K‑15 at the request of the Dickinson County Historical Society and Heritage Center.
Tim Hamilton, planning and zoning, told the commission the planning commission recommended approval provided the applicant obtain any required state (KDOT) consent for siting along a state highway; staff will require proof of that consent before issuing the building permit. The sign will be non-digital; lighting will be positioned to avoid traffic glare and the sign will be maintained by the sign owner under lease.
A commissioner moved and seconded to grant the CUP with the stated condition. The motion carried by voice vote; a building permit will be issued only after the applicant provides the written state consent letter to planning staff.
Commissioners and staff said the sign is intended to raise awareness of county attractions and that similar signs exist elsewhere in the county.
