Deerfield Beach commission approves bank site plan, rooster ban and budget amendment; consent items pass unanimously

Leo Figureroa of Paragon Development presented site plans, elevations and floor‑plan renderings for a new one‑story bank to occupy a portion of the shopping center near the Sprouts at 3701 W. Hillsboro Boulevard. The proposal includes a drive‑through teller and associated site work; the applicant waived a formal quasi‑judicial hearing. Commissioner Plout (the district commissioner) moved to approve the site plan; Vice Mayor Michael Hudek seconded. The clerk called the roll and the commission recorded five yes votes; the site plan was approved.
Item 4: animals ordinance (second reading). The commission considered and approved a second reading of an ordinance amending Chapter 10 (Animals) to prohibit roosters in residential districts and to prohibit feeding roosters. Resident Joe Chansy urged the commission to consider enforcement options after describing persistent early‑morning rooster noise in his neighborhood; staff clarified the city relies on county animal control and does not operate a municipal animal‑control division. The ordinance passed on second reading by unanimous roll call.
Item 5: FY2026 budget amendment (second reading). Commissioners approved a second‑reading ordinance adopting amendments to the fiscal‑year 2026 budget, including supplemental appropriations, carryforwards and internal transfers as shown in the meeting backup; the ordinance passed unanimously.
Consent and other actions. The commission confirmed the election of Lee Magnuson Jr. to the non‑uniform municipal employee retirement committee (item 6) and approved consent items 7–13 by unanimous vote. Commissioners and staff noted several administrative board minutes and recognized Parks & Recreation projects that recently earned statewide recognition.
What’s next. The approvals allow the bank project to proceed with site improvements and building permits as applicable. Staff will carry forward adopted budget changes and implement enforcement and public‑education steps tied to the new animal ordinance and other consent items.
