REZ-212 (REZ-25-01-28-00212) — 13460 Lucia Riverbend Highway: Planner Jamie Leazy described the request to conditionally rezone PID 175091 from R-1 to a C3 conditional district so an existing contractor's office and equipment storage yard can operate in compliance with county regulations. The Planning Board recommended approval with an extended Type D buffer. The applicant (Shirak Ghasemi of Earth America) said the business would employ six people and generate no retail traffic. Commissioners approved the conditional rezoning 5–2 with conditions that screening use landscaping/plantings instead of a 6-foot front fence and granted relief from the UDO parking requirement (16 required reduced to 10).
REZ-236 (REZ-25-11-19-00236) — Union Road: Staff presented a conditional rezoning for 1.5 acres intended for a 10,640-square-foot Dollar General. Issues discussed included a registered Evans Cemetery on the property and a requested parking reduction (43 required to 33 proposed). Planning staff and the Planning Board recommended approval with conditions requiring a survey to confirm cemetery location, administrative adjustments as needed for setbacks, and installation of a decorative 4-foot aluminum fence around the cemetery. The commission approved the rezoning 6–1.
REZ-239 (REZ-26-01-06-00239) — 113.79-acre Catawba River Investments parcel: The board heard a general rezoning request to designate the tract I-2 (general industrial). Staff cited nearby industrial neighbors, rail access, and economic development potential; the Planning Board recommended approval 8–1. The commission approved the request unanimously.
Conditions noted across the approvals include confirmation of precise cemetery setbacks and administrative site-plan revisions as needed to ensure compliance with required buffers and environmental permitting at the time of development.
