San Bruno council approves 2.87% solid‑waste rate increase for Recology collection

At a public hearing on June 10, Public Works staff presented a Proposition 218‑compliant notice and recommendation for an interim rate adjustment for Recology San Bruno. Anna Morales, management analyst with Public Works, introduced the item; Kirsten (Public Works staff) said the proposed increase is 2.87% and applies to residential and commercial service under the new franchise agreement.
Kirsten explained the increase is a CPI/disposal index‑based interim adjustment required by the franchise agreement and noted the city’s 32‑gallon residential rate would be $41.85 per month under the new schedule (weekly garbage, recycling, organics and two annual bulky pickups). Staff said the county average is higher and the city's rates remain below many neighboring cities.
The public hearing record showed 14 written protests but not a majority protest under Prop. 218. Councilmembers discussed the need to keep franchise haulers solvent (staff emphasized contract terms, wage and disposal cost pressures and the risk of vendor instability if increases were denied). The council adopted the resolution approving the 2.87% increase, effective July 1, 2025, by unanimous vote.
