Pampa adopts ordinance renewing Atmas West Texas annual rate-review mechanism

The Pampa City Commission adopted Ordinance No. 1831 on second and final reading to renew an annual rate review mechanism (RRM) negotiated with Atmas West Texas.
The ordinance, read aloud to the commission, authorizes a tariff implementing an RRM as a substitute for the annual interim rate adjustment process described in Section 104.301 of the Texas Utilities Code and requires the company to reimburse cities for reasonable rate-making expenses. The ordinance text was delivered as read; Shane told commissioners "nothing has changed" and recommended approval, saying the RRM "has worked really well since we started doing it."
After brief remarks from staff the commission voted to adopt the ordinance. The motion carried on the second and final reading and the city clerk was directed to deliver the ordinance to the company and to legal counsel for the steering committee as required by the ordinance language.
The adoption maintains the city's negotiated participation in the RRM with Atmas West Texas, which staff said expedites annual rate processes for the utility and participating cities.
