Pampa commission issues 30-day demolition orders for six substandard properties

The Pampa City Commission on Monday voted to issue 30-day demolition orders for six properties the city's code enforcement team described as dangerous and open to the public.
Jeff Kennedy, a member of the city's code enforcement staff, told the commission that 401 North Doyle is "overgrown," "open to everybody," with broken windows and partially collapsed roofs and that his office had received no response from the property owner despite repeated outreach. "Code enforcement would recommend condemning the property and taking it down," Kennedy said.
Kennedy gave similar accounts for 1101 Sorco, where he said there was a "huge hole in the middle of the roof" and about one to two feet of water and trash; 511 South Barnes, described as two deteriorated duplexes with broken windows and bowed floors; 112 North Somerville in downtown Pampa, with a fully collapsed roof; and 739 East Albert, which Kennedy said had "no roof on top of the house anymore" and extensive illegal dumping.
For each property the commission voted to issue a 30-day demolition order under the city's substandard building procedures and referenced order numbers 157, 8910, 19 and 20 as the controlling actions. Motions to close the related public hearings were made and seconded before each vote, and commissioners carried the demolition motions.
The decisions follow public hearings where no members of the public spoke in opposition and where staff reported unsuccessful attempts to contact property owners. City staff said the orders will allow the city to proceed with condemnation and abatement steps if owners do not come forward to address the violations.
The commission recessed for an executive session later in the afternoon and adjourned after the scheduled business. The demolition orders take effect as directed in the city's substandard building procedures; staff indicated they would move forward with next steps to clear hazardous structures and address illegal dumping.
