Mayor Rick Stoer presented a proclamation recognizing April 2026 as Child Abuse Prevention Month and thanked the Family Advocacy Center and first responders for their work. The council also proclaimed April 6–10, 2026 as National Community Development Week, noting Irving’s use of Community Development Block Grant (CDBG) funds since 1999 and a cumulative use figure staff reported of more than $61 million.
Staff then outlined regular agenda items to be considered later, including grant submittals to the Texas Governor’s Office for homeland security programs, consent agreements, professional services for advanced metering infrastructure, an economic incentive for Continental Battery Company, and multiple bid awards. Council discussed a mowing and litter‑control contract which increases cycle frequency above the state’s standard; staff said TxDOT reimburses only a portion of those costs.
The work session ended as council prepared to move to executive session for a personnel matter.
