Lockport council approves multiple infrastructure contracts and grant-funded projects

The Lockport City Council on Monday approved a package of consent items that included several infrastructure contracts and grant-funded projects.
Council voted to approve Resolution 26032, a consultant proposal from Christopher Burke for $247,710 for the 2027 roadway reconstruction and water-main replacement project, and Resolution 26034 to award the I&M Canal Outfall Improvements to Comely Excavating for $317,860.30. Brian, the city’s project staff, said the outfall project covers roughly 14 outfalls, will install riprap and flared end sections and add drainage inlets at the Eighth & Canal and 10th & Davies intersections to reduce standing water and erosion. “We received one bid from Comely Excavating in the amount of $317,860 and 30 cents,” Brian said. He added that a $200,000 DCEO grant will cover part of the cost and staff recommended proceeding to avoid losing the grant.
The council also approved Resolution 26040 to accept a quote, not to exceed $34,841, to replace pump number three at the Lockport Heights Lift Station; staff described the replacement as routine maintenance to prevent failures. In addition, the council approved an agreement (Resolution 26015) granting Delta Communications a right-of-way for broadband infrastructure in city rights-of-way.
Other items approved on consent included Ordinance 26008 restricting use of surplus funds from the Lockport Council of Arts program and Ordinance 26036, which authorizes Route 66 centennial commemorative benches. The meeting minutes, payroll and bills through March 10 were also approved as part of the consent agenda.
Several items presented as future or pending actions were discussed elsewhere on the agenda. Brian introduced Resolution 26-041, a proposed design-build contract with Baxter & Woodman for Mill Creek Reach 2 in the amount of $564,264.50; staff said about $492,000 of that would be covered by a Section 319/DEQ grant and the city’s net share would be roughly $72,000, and the item will be brought forward for consent at a future council meeting.
The meeting closed its open session business with a motion to enter executive session on real-property matters; no action was taken in open session.
