He added that because the current draft does not include a grandfathering clause, agencies implementing a similar executive-branch statute have in the past used administrative measures such as temporary non-enforcement, rearranging supervision, or other accommodations to avoid losing valued employees while complying with the statutory restriction on ongoing supervision of related or household members.
After questions, the committee moved to decision-making. The clerk announced the Acting Chair's recommendation to pass SB 2661 SD1 with amendments, and members indicated they would defer the bill's effective date to July 1, 3000 (a date recorded in the committee minutes).
