Planning staff presented a draft list of annual goals to the Muskegon City Planning Commission on Feb. 12 and asked commissioners which items to prioritize. Staff proposals included consolidating similar business districts, instituting maximum lot widths in some areas, updating signage and landscaping rules, adopting low‑impact design measures, reworking corridor improvement checklists, and strengthening a portal for entrepreneurs and business outreach.
Staff noted that some code sections are outdated given the city's increasing use of form‑based codes and that consolidations (for example, B1/B2 and obsolete V3 districts) could simplify redevelopment. The corridor checklist idea would give business districts a short self‑assessment to guide staff‑assisted improvements instead of a lengthy corridor plan for each street.
Commissioners expressed particular interest in landscaping and waterfront buffers and asked staff to return in April with prioritized recommendations and a timeline; several commissioners also raised street‑design and trail connection topics, including a long‑standing idea to better connect Fifth Street. Staff said signage updates may be advanced in April and that more time is needed on items that require public input.
No formal vote was taken; staff was asked to rank items and return with materials and timelines at the April meeting.
