Speedway council approves routine pay requests, engineering task orders and a settlement in unanimous votes

The Town of Speedway Council approved a package of routine and project actions at its Feb. 23 meeting, voting unanimously on motions to advance construction pay requests, engineering task orders, insurance proposals and a settlement.
Council approved the minutes and the memorandum from the Feb. 9 administrative session. It then approved pay request No. 7 ($110,453.39, partial retainage release) and pay request No. 8 ($3,522.60) from Midwest Paving for the 25th Street reconstruction project; staff said engineering had reviewed both applications and recommended payment.
The council approved task order No. 5 with Wessler Engineering for hydraulic modeling of the water distribution system ($52,000; estimated 210 days to complete) and task order No. 8 for pretreatment and industrial waste discharge permit assistance limited to paragraph A ($32,100), with paragraph B to return for separate consideration.
Council authorized an interconnection agreement with Citizens Energy Group to allow the recently installed wastewater plant biogas generator to connect to IPL’s grid; staff said the generator is constructed but is not yet operational and that the interconnection agreement specifies insurance and technical requirements.
Clerk‑Treasurer Philip Faust presented insurance proposals; council approved accepting a property/casualty proposal from Unique and a cyber proposal from TMHCC and authorized Faust to finalize negotiations. The council also approved Resolution 2026‑05 authorizing settlement of an eminent‑domain claim with Brixmor SPE 5 LLC for the Crawfordsville Road pedestrian improvement project after staff deposited $70,000 with the court.
Town Attorney Ted Nulltin described the settlement process as largely procedural: “After we deposited the $70,000, Brixmor came back and said that they would be willing to resolve the case with that amount,” he said, adding the outcome avoided trial and additional legal expense.
Finally, the council approved claims and utility adjustments covering the period Feb. 5–18, 2026 (claims totaling $2,733,425.70) and additional self‑insurance fund claims ($96,421.82). Most votes on the listed items were recorded as 5–0.
