Whitestown RDC unanimously approves expansion of Homefield economic development area

The Town of Whitestown Redevelopment Commission unanimously approved Resolution 2026-01 on March 2, a confirmatory resolution to expand the Homefield Economic Development Area (EDA) and its allocation area to help fund infrastructure anticipated for the Rex property and nearby parcels.

A staff member summarized the process and purpose for commissioners: the RDC initially adopts a declaratory resolution, the plan commission reviews consistency with the comprehensive plan, town council issues a confirmatory resolution, and the RDC’s confirmatory action is the final step in Whitestown’s approved sequence. The staff member acknowledged that the agenda packet originally included a different (declaratory) resolution and corrected that posting error before presenting the confirmatory resolution.

The expansion adds parcels labeled in the packet as 1A and 1B and is intended to support infrastructure improvements — including right-of-way work on Indianapolis Road adjacent to the Rex site — to serve future development within the expanded area. In response to commissioner questions, staff confirmed the right-of-way for Indianapolis Road within the collection area is eligible and that projects serving the expanded area (including intersections such as 750 South and Indianapolis Road) could be supported if they benefit the EDA.

After brief discussion and clarifying questions, the commission moved, seconded and unanimously approved Resolution 2026-01.

What happens next: staff will coordinate any required administrative steps with the plan commission and town council records as the EDA expansion is implemented, and potential infrastructure projects will be evaluated against the expanded allocation area for eligibility.
