Whitestown accepts $1M INDOT CCMG award and approves ~$1.9M resurfacing contract

Town staff reported that Whitestown received a $1 million Community Crossings Matching Grant (CCMG) from the Indiana Department of Transportation for 2026 road projects. Council approved the INDOT matching grant agreement by voice vote (declared 5-0).
Following procurement, town staff recommended Howard Companies (Howard Asphalt LLC) as the lowest responsive, responsible bidder for the CCMG resurfacing contract. Council approved an agreement with Howard for work with a town match not to exceed $959,672; staff clarified the total contract value is approximately $1,894,925.85 with INDOT funds making up the remainder. Six bids were received during the competitive process, and the town reported Howard as the low responsive bidder. The motion to approve the contract was recorded as carried 5-0.
Council also approved related professional services and construction administration: an expenditure not to exceed $149,695 for BLA Inc. to provide construction administration and inspection. In addition, council approved a $30,672 expenditure to extend a force-main connection for the Legacy Core project to avoid reopening newly completed work.
No public opposition was recorded on these items. Staff said the contractor is ready to begin work when weather permits and that work should be completed by INDOT’s end-of-September deadline.
