Developers and the nonprofit Provision Ministry presented a plan for a 28,000 ft2 warehouse and distribution center at 5 Technology Drive, describing loading docks for incoming bulk goods, smaller vans for last-mile distribution and an office area within the building. The nonprofit's representatives said the organization moves large volumes of donated goods to smaller local charities and churches; the applicant said last year's activity approached approximately $72 million worth of goods routed through its network.
The application preserves wetlands buffers, places the building mass away from isolated vernal pools and proposes an infiltration basin to manage runoff from parking areas. Access would be from Technology Drive, with two driveways and a secondary access linkage to the adjacent 9 Technology Drive parcel. The applicant said trucks for bulk receipt would use the loading docks, while smaller vans would perform local deliveries.
Planning board members and Select Board members asked two recurring questions: (1) whether the purchase and future nonprofit ownership would render the parcel tax-exempt and whether the town should consider a Payment in Lieu of Taxes (PILOT) or pilot agreement to preserve some revenue; and (2) whether the organization could be a candidate for a local pilot that paired community benefit with partial tax mitigation. Community-development staff said they are exploring options and that town administration has previously negotiated pilot arrangements in other cases.
The application will proceed to the conservation commission and planning-board site-plan review; the board asked the applicant to provide building elevations and any operational hours and routing expectations for trucks to inform traffic and noise reviews.
