AFC recommends funding slate and zoning changes ahead of Westborough town meeting
Summary
The Advisory Finance Committee recommended dozens of warrant items—using free cash, borrowing and zoning amendments—including a $100,000 police study, funding for community preservation projects, school roof borrowing and studies on fire regionalization and school-town efficiencies.
At its March meeting the Advisory Finance Committee (AFC) reviewed and recommended a wide slate of warrant items that will go to the annual town meeting.
Town Manager Christy Williams walked the committee through "free cash" fundamentals—how it is certified and the town’s policy targets—before AFC members took up a sequence of article recommendations. Committee members recommended funding for a range of items from community preservation allocations to capital projects and feasibility studies.
Key AFC recommendations included:
- Article 8 (Community Preservation Program budget): recommended appropriation for administrative expenses and reserves, plus allocations to open space, community housing and historic resources. - Article 10D: recommended $60,000 from free cash for a small business grant program. - Article 11B and 11C: recommended funding for Hastings Elementary playground replacement and historic-window preservation at 33 West Main Street. - Article 12D: recommended the police mobile command vehicle (see separate story on the vehicle debate). - Article 13C: recommended $200,000 from free cash for Memorial Hall audiovisual upgrades. - Article 15B: recommended borrowing $5,732,830 for the high school A&B roof replacement and rim repairs. - Article 16: recommended transferring funds into the capital stabilization account to maintain policy targets. - Article 19: recommended $100,000 from free cash for a police organizational assessment and strategic plan. - Article 20: recommended $50,000 for a fire services regionalization study. - Article 21: recommended $75,000 for a school-town operational efficiency study. - Article 29: recommended amending petition deadlines to 60 days prior to town meeting (bylaw amendment). - Articles 31–33: recommended zoning amendments including downtown business district changes, off-premise digital billboard rules, and rezoning parcels to highway business.
Most recommendations were made by recorded roll-call votes. Committee members asked that studies have narrowly defined scopes and measurable deliverables, and they queried infrastructure impacts (sewer capacity, emergency services) before recommending zoning changes that could enable multifamily or mixed-use development.
The AFC’s recommendations will be transmitted to the town meeting warrant; each article still requires town-meeting approval for funds to be expended or zoning to change.
