Select Board approves three-year contract for Police Chief Manardi after 3-2 vote

The Westborough Select Board voted 3-2 on Feb. 14 to approve a three-year successor employment agreement with Police Chief Todd Manardi that runs July 1, 2026 through June 30, 2029.
Board members discussed the terms in open session before a roll-call vote. The contract sets Chief Manardi's base salary at $215,545 beginning July 1, 2026 and provides an annual longevity stipend, a uniform allowance scheduled to rise across contract years, a $1,500 annual physical fitness stipend, and benefit and leave provisions consistent with town policy.
Two members of the board said they supported renewing the chief's contract but disagreed with the structure of the first-year compensation increase. "Our no votes reflect disagreement with the year 1 distribution of the total compensation package being an 8.66% increase," one dissenting member told colleagues before the vote, while adding support for the chief's leadership.
Other members said the package reflects benchmarking against comparable communities and the need to retain an "above-average" chief. One supporter said bringing the chief's pay closer to market median helps keep experienced leadership in town. After discussion the result of the roll call was three yes votes and two no votes, and the chair announced the agreement was approved.
The board directed staff to post the fully executed contract to the town's labor and employment web page as required by policy. No additional details about signatories or implementation steps were reported at the meeting.
