Article 26 (eminent domain/rights-of-way) remained under consideration pending appraisals and negotiation updates; the AFC held that item for a later floor vote if new information arrives before Town Meeting.
Operating budget: Committee members reviewed departmental lines (town manager, finance, police, fire, DPW, schools and enterprises) and discussed unsettled union negotiations that could affect retroactive pay (police patrol and fire contracts).
