Westborough AFC finalizes budget book, recommends most warrant articles and records split on cemetery funding

The Advisory Finance Committee (AFC) of the Town of Westborough met March 9, 2026, to finalize the AFC budget book and committee comments ahead of the annual town meeting. The committee reviewed outstanding warrant articles, agreed on concise language for routine approvals, and recorded votes and minority statements for several contested items. Members set a production timeline to deliver a near-final draft to town staff by the week before printing.

Two articles drew extended discussion. Article 11D, a request to use $100,000 from the Community Preservation historic reserve for Midland Cemetery restoration, prompted debate about the public value of preserving headstones versus lower-cost alternatives (such as photographic documentation). Supporters said the spending fits the CPC historic bucket and prevents irreversible historic loss; opponents argued some preservation tasks could be deferred or documented differently. The committee recorded a recommendation in favor with a minority opinion noted (see Votes at a glance).

The AFC also approved a motion to recommend $75,000 of free cash to fund a town/school operational-efficiency study aimed at identifying potential savings and synergies between town and school operations. Supporters said an independent study could reveal procurement and service-sharing opportunities; skeptics questioned whether the expected savings justified the study cost, but the motion passed by a majority.

Other items reviewed: a reserve fund refresh request to cover snow-and-ice deficit spending, legal expense overruns that exceeded this year’s budget (members agreed the book should explain reasons for the overrun), and several infrastructure or borrowing items including a sewer pump-station improvement (committee discussion referenced a $2.3 million figure) and a proposed water treatment plant repair (approx. $10 million) with costs shared among partner communities.

On the police mobile command vehicle, members recorded both negative and positive commentary: negatives noted alternatives (state/county/sister-town assets) and budget constraints; positives highlighted grant funding and foundation support and its role in proactive public-safety planning. The committee agreed to capture both perspectives in the budget book.

Before adjourning, the AFC approved March 2 minutes (with typographical corrections noted) and reiterated the timeline: a draft narrative and worksheet circulation for comment by Thursday, final edits to be routed to Amanda for integration, and the printed budget book to be delivered by the town’s deadline.
