Commission approves license for US-33 mill-and-overlay staging on Pleasant Avenue parcels

The Goshen Redevelopment Commission on March 10 approved a license agreement allowing the US-33 mill-and-overlay contractor to use redevelopment-owned parcels along Pleasant Avenue (just south of Pike Street) as a staging and laydown area for equipment and vehicles.
Becky Hutzel explained the license would permit equipment parking and vehicle staging starting March 23 through July 17, with an overall license term extending to Aug. 21 to accommodate potential schedule overruns. The agreement requires erosion and sediment controls, full restoration of disturbed areas and nighttime noise restrictions to minimize impacts when the contractor performs night work nearby.
Staff said the areas proposed for use are existing hard-surfaced concrete, asphalt or gravel areas; the contractor will be allowed to stage equipment only and must follow environmental protections to prevent runoff to the Elkhart River. Questions from commissioners included the specific stretch of US-33 to be milled (staff described the stretch roughly from the Elkhart River up to Meyer) and whether the city should market unused parcels; staff said a survey is underway to define top-of-bank and parcel boundaries before marketing.
The license was approved by voice vote (four to zero). Staff noted the parcels were previously used briefly by other contractors and that the contractor agreed to reasonable restrictions given the short-term nature of the use.
