Westfield council adopts updated comprehensive plan amid calls for more housing study

The Westfield Common Council adopted a new comprehensive plan on March 23, 2026, approving a citywide guide for future development after more than a year and a half of work, public hearings and consultant review.

City staff presented the plan and summarized public comments before the council. Caleb Ernest, long-range planner manager for the City of Westfield, and Cynthia Bowen, partner at Rundell Ernstberger and Associates (REA), told the council the plan is intended as a conceptual guide that identifies desired future development patterns and where city investments should be targeted, but does not change zoning.

The adoption vote followed extended council discussion about the pace of adoption, housing mix and data gaps. Several councilors pressed staff and the consultant for more analysis of multifamily occupancy and current land‑use percentages. Bowen pointed to the plan appendix for existing land‑use figures and said the plan carries forward policies on village nodes, stormwater management and park incorporation; she said the plan does not itself change zoning and that the unified development ordinance would be adjusted later where necessary.

Council members debated whether the plan provided enough specificity for northwest Westfield and whether the stated goal of reserving roughly 10% of city land for parks needed clearer current‑vs‑future comparisons. Staff acknowledged some metrics were not yet calculated at the parcel level and committed to follow‑up analysis and, where appropriate, to supporting councilors’ requests for additional consultant studies.

After debate, Councilman Noah Herren moved to approve Resolution 26-115; Chad Huff seconded. The clerk recorded the roll call: Joe Deppner Yes; Noah Herren Yes; Chad Huff Yes; Victor McCarty No; Patrick Tam Yes; Kurt Waninger Yes; John Dart Yes. The motion carried 6-1.

Why it matters: The comprehensive plan will guide future decisions on land use, parks, transportation and infrastructure in Westfield. While it does not rezone property, it sets policy direction that staff, the plan commission and future councils will use when petitions and PUDs come forward. Councilors who voted no or expressed reservations cited unanswered questions about future density and the need for a more detailed multifamily market analysis before some implementation steps.

What’s next: Staff and the consultant said they will provide requested clarifying data and that zoning or UDO changes that implement the plan’s recommendations will come through the normal plan commission and council processes.
