The Goshen Redevelopment Commission voted March 10 to enter a scoping agreement with Structure Development LLC to advance redevelopment of the lot at Third and Jefferson.
Becky Hutzel, redevelopment director, described the scoping agreement as an early-stage tool that gives the developer exclusive negotiation rights while project details are developed. “They’re committing to 20 to 30 units and general building size,” Hutzel said, but she emphasized that many details and timelines remain to be negotiated and that the city retains ownership until a full development agreement is executed.
Hutzel explained the approach aims to reduce later amendments to complex development agreements by deferring detailed terms until the developer completes design and pro forma information. If the parties cannot reach agreement by year-end, the scoping agreement will expire unless both sides agree to extend.
Commissioners asked about precedent, density and past proposals; staff noted previous respondents had not been able to make density and pro forma numbers work. The commission approved the scoping agreement by voice vote (four to zero).
Staff said the scoping agreement will lead to a future, full development agreement that will return to the commission with specific financial and land-transfer terms once negotiations conclude.
