Redevelopment commission approves subdivision, keeps parking public at 113 W. Jefferson

The Goshen Redevelopment Commission voted unanimously on March 10 to approve a professional services agreement with Abanar to subdivide 113 West Jefferson Street so the building sits on one lot and the western half becomes city-owned public parking.

Becky Hutzel, redevelopment director, said the subdivision responds to a land contract with Serenity Property Management and described the parcel as two long east–west lots that currently include the old DNT muffler shop and adjacent parking. “All public parking,” Hutzel said when asked whether any spaces would be reserved for the business, adding, “We’re also redoing the parking along Jefferson.”

Hutzel told commissioners the total fee for the professional services would be $7,350, but a credit of $4,410 from prior project oversight brings the city’s net cost to $2,940. Staff said Abanar was ready to begin and that the subdivision process should be finalized in late May.

Stephanie Hondric, identified in the discussion as the owner of Serenity Property Management, indicated she had no objection to the parking being public. Commissioners moved and seconded the agreement; a voice vote passed four to zero.

The commission’s action authorizes staff to proceed with the subdivision and to carry out related parking striping and curb changes along Jefferson as described in the staff memo. Staff said they would return to the commission if additional amendments or work scope changes are needed.

The next redevelopment commission meeting is scheduled for April 14, 2026.
