Senators back funding request for Minnesota P-20 Education Partnership, send SF 4481 to Finance

The Minnesota P-20 Education Partnership asked a Senate committee for roughly $1.06 million a year to fund core operations and two staff positions, arguing sustained state funding would let the nonpartisan coalition coordinate cross-sector education work.
"We exist to help you make informed policy decisions," the partnership's executive director told the committee during a presentation, describing the P-20's 17-year statutory history and its role convening stakeholders across early childhood, K-12 and higher education.
John Fanning, director of the Education Partnerships Coalition, said P-20's work reaches hundreds of thousands of young Minnesotans through partnerships and that sustained funding would let the organization move beyond one-time grants. "This is not a new bureaucracy," Fanning said. "It invests in the transformative work we have already been doing." Commissioner Dennis Olsen of the Office of Higher Education added institutional support, saying executive-committee members have provided interim resources while a predictable appropriation is sought.
Senators pressed staff about current funding and how the requested amount would be used. The P-20 presenters said the appropriation would cover staff positions (executive and deputy director roles), basic operations and allow the partnership to leverage additional grant and philanthropic dollars.
The committee voted to recommend SF 4481 to pass and referred the bill to the Senate Finance Committee by voice vote.
