Council suspends rules, refers zoning amendment and bond measures to committees

A motion to suspend the rules and read three ordinances by title only passed by voice vote. Council then heard from the zoning administrator about Ordinance 1226, a proposed zoning map amendment to reclassify two parcels (one from medium-density single-family residential and one from parks and recreation) to a high-impact district and to combine parcels for use as retention and related purposes. The zoning administrator said the request will go to the Plan Commission for review and will return to council afterward.
Council also discussed Resolution 9, described as a declaration of official intent to reimburse expenditures, and Ordinance 11, a proposed authorization for general revenue bonds to fund park and recreation improvements, and Ordinance 12, appropriating the proceeds of bond anticipation notes. City staff said Ordinance 11 and Ordinance 12 will be referred to the Finance Committee for a detailed presentation in two weeks; no bond issuance or appropriation vote occurred at the meeting.
A motion to adjourn carried by voice vote, concluding the session.
