The presenter told the commission the April 15 report “is really a look back at the activity that happened in 2025” and that “this all has to be uploaded into the department of local government finance gateway portal by the April 15th deadline.” They also reviewed required follow-ups, including pass-through determinations and the county’s value-neutralization process ahead of next year’s certified values.
During the presentation Baker Tilly outlined the commission’s three allocation areas, identified their scheduled expiration windows in the 2030s (one area cited to expire in 2038 and another around 2030), and summarized the prior year’s financial activity, including outstanding bond reserves tied to earlier bond series. The presenter said the report requires listing commission membership and any staff changes; it will reflect members who resigned during the reporting period.
Commissioners asked questions about the report and about outstanding claims and invoices. After discussion Becky moved to approve the TIP management report and forward it to the City Commission; Michael seconded. The motion passed on a voice vote.
